National e-Government Procurement (e-GP) portal of the Government of the People’s Republic of Bangladesh is developed, owned and being operated by the Central Procurement Technical Unit (CPTU), IME Division of Ministry of Planning. The e-GP system provides an on-line platform to carry out the procurement activities by the Public Agencies – Procuring Agencies (PAs) and Procuring Entities (PEs).
e-Tendering will primarily be introduced on pilot basis, in the CPTU and 16
(sixteen) Procuring Entities (PEs) under 4 (four) sectorial agencies, namely:
Bangladesh Water Development Board (BWDB),
Local Government Engineering Department (LGED),
Roads and Highways Department (RHD) and
Rural Electrification Board (REB).

Branches are provided with safe deposit Lockers by GSD, Head Office to enable them to offer facilities to the public for safe deposit of their jewellery, important documents and other valuables. Locker service available in the bankUltimus software. Lockers available in various Sizes-(1) Small (2) Medium and (3) Big. Operational & Monitoring authority of locker service will be BCD, Head Office.
The operation of lockers may be made as per following guidelines.
The Locker holder must have an MSA/ AWCA/ Current Plus/ MSND/ Shomman/ Morjada/ Prapti /Probin/Special Savings Account at the concerned branch with satisfactory transaction. Minimum TK. 5,000/- is to be deducted from those accounts as security deposit in such link account of the Locker holder and will be credited to S/D A/C-Security Money Locker. Security money waives for only FSIB employees. Ref: BCD Circular no. 145. Mudarabah Senior citizen savings account 20% discount on locker charges. Lockers will be leased out to a hirer based on application in the prescribed form which contains the detailed terms & condition of hiring of the locker printed at the back page thereof. Apart from signing on the front page of the form in the required places, the applicant shall also sign in the back page thereof, as a token of having accepted the terms & conditions.
Locker holder may nominate nominees(s) for receiving valuables in case of death of locker holder.
Specimen signature of lessee/hirer shall be recorded in prescribed form and the same (specimen signature) as well as the signature in application form must be attested by the Head of branch/Manager of the Branch/Authorized Officer.
The lessee desiring to authorize a third party to operate the Locker on his behalf will sign Mandate Form and Specimen Signature Card/Leaf. This facility should, however, be extended at the discretion of the Head of Branch/Manager to persons of known standing and respectability.
2(two) copies of passport size photographs shall have to be obtained from the locker holder and one copy photograph from the nominee attested by the locker holder is to be obtained.
Locker shall be allotted on yearly basis. The Locker Holder will pay the yearly rent in advance at the time of allotment and subsequently rents will be recoverable in advance.
The keys of locker will be handed over to the locker holder after completion of all. formalities and obtaining proper acknowledgement. The locker holder must keep the keys in a secured place and must not hand over the keys to any person except authorized representative.
Operation of locker shall be allowed within business hours of the bank.
The record of attendance/visit & operation of locker should be maintained in Locker Operation Register. Before allowing the Locker holder to operate the locker, he must sign in the appropriate column of Locker Operation Register in presence of the Head of Branch/Manager/Authorized Officer who will attest the same from the specimen recorded in the Bank. Thereafter, authorized officer shall allow him/her to enter the locker room on being satisfied beyond doubt as to the identity of the locker holder.
Locker Register shall be properly maintained with full details of the locker holder(s) and payment of rentals.
Master key will be kept by the Head of Branch/Manager/Authorized Officer of the Branch. Duplicate Master key along with other keys shall be kept in nearest FSIB branch/Bangldesh Bank/Sonali Bank.
Recovery of yearly rental will be realized at the time of letting out the locker and proper Rent receipt to be issued in this regard. 30(thirty) days before the next rent falls due, a remainder should be sent to the locker holder for payment of rent for the following year.
Rent of locker is payable always in advance and if the client does not pay the next installment soon after it becomes payable, the Bank may exercise the power to control the access of the client into the locker.
If the locker holder is unable to pay the yearly rent of the locker or any of the conditions in this connection is violated by the locker holder, the rights of using the locker by the locker holder will be void. In such case the Bank has the right to send the valuables to the recorded address of the locker by breaking the locker in presence of locker holder/nominee /nearest relative and local councilor/commissioner/chairman/respected client after obtaining necessary approval from the competent authority.
The Bank will possess the right of general lien on the valuable which has been brought near the locker (and in Bank’s possession) and kept in the locker. The Bank possesses the right to realize the locker rent through selling of the valuables if the locker holder fails to pay the dues.
In case of loss of key by the locker holder the branch after being satisfied of the bonafied nature of the loss, shall arrange duplicate key and reserves the right to recover at actual amount per instance as replacement cost.
The repairing works of the hired lockers/drawers of the lockers/keys etc. will be done by the approved technician of the bank after consulting with the GSD, Head Office.
If a locker holder is reported dead, the locker shall be sealed and no one shall be allowed to operate the same. Opening of Locker shall be allowed only after obtaining court order and approval from the BCD, Head Office.
However, if there is any nominee, he will be allowed to receive the valuables and no court order is applicable, subject to producing of death certificate of the locker holder, including NID of the nominee.
The Head of Branch/Manager shall be the custodian of the locker. However, in case of a big branch the Manager Operations or In-charge of General Banking may be authorized to work as custodian of locker under intimation to Head Office.
The Branch should maintain a record of all used and unused keys of lockers. There will have to be a clear picture of unused keys/lockers in the register.
The bank will ensure physical presence of local magistrate as well as two officials not below the rank of VP from the Bank (nominated by MD & CEO of the Bank through BCD, Head Office) before breaking unclaimed locker and preparing seizure list. GM of Bangladesh Bank, Motijheel Office, will be contacted to fix up date & time before removing valuables received in the locker.
